Minutes of the Regular Meeting Point Venture Property Owners Association, Inc. Saturday, March 11, 2006 (APPROVED)
President, James F. Strong, called the regular meeting of the Board of Directors of Point Venture Property Owners Association, Inc. to order at approximately 9:00 a.m. on Saturday, March 11, 2006. The board members in attendance were Mark Hipskind, Jim Blanton, Harry Filbey, Joe Pedigo, Hank Reimer, Everett Roberts, Jim Strong, Bill Harbour, and Colleen Hickman.
The minutes of the previous meetings were approved as written. Treasurer, Mark Hipskind, gave the financial report. The bank balance as of December 2, 2005, is $736,246.69. The Treasurer's Report was approved.
The Manager's Report by Jack Tyler was the next item of business. Golf Course - The warm weather conditions have encouraged golfers to play throughout the winter season keeping the numbers up. Dec., Jan. & Feb. is about 10% above the same period one year ago as far as POA revenue from the course. We have replaced 6 older golf cars and completed another 600' length of concrete path on the #6 fairway. Lot Marketing - The last lot in our inventory was sold on Jan. 31. Since 1994 the Association has sold 173 lots that grossed well over 1 million dollars. We recovered net dollars of $777,390.00 which certainly helped make up for thousands of dollars lost in unpaid maintenance fees. Pool/Club Room/Rec. Area - A new weight lifting machine has been purchased and placed in the exercise area. One of the treadmills has broken down and hopefully we can soon replace it. Marina - The water level on Lake Travis is 663.75' this morning according to LCRA information on their web site. At this level we are still able to provide reasonably good pedestrian access on the walkways. If the dry weather continues and the use of water from Lake Travis is as expected, mid summer could bring us much lower lake levels. LCRA projects a possibility of a level of 648' by July 4th. This means there is a good possibility of a move of our marina to deeper water. We certainly hope for rains that will bring the water level back up to higher levels. Maintenance Activity - Our maintenance staff has been quite busy with tree trimming and both in the Park as well as on the Golf Course. A mixture of Kocide and water has been applied to trees in several areas along the golf fairways and in the Park. This fungicide is the recommended treatment for ball moss that attaches itself to live oaks and other trees. This is a slow acting material that takes several months to show reduction of the ball moss. The Townhouses Association did a major tree trimming throughout the different townhouses common property areas. The POA crew, using the chipper and small dump truck, helped the Townhouses Association by providing the equipment and manpower. This effort took several days to accomplish. In turn the Townhouses crew assisted, with their lift equipment and manpower to do some POA tree trimming on the #4 tee box on the golf course. Also, our crew is doing marina maintenance, irrigation system repair, mulching shrubs and getting ready for the summer season. Other Matters - Shades will be opening March 18, weather permitting. Our web site is being updated thanks to Laura and will continue to be updated as time goes on. The community garage sale date is requested for May 6.
Golf Course Committee Chairman had nothing to report.
Lot Marketing - There are no lots in the POA inventory to report. Jerry Matthews reported on real estate in general for the area. Discussion followed.
Pool, Club Room and Recreation Area Committee report was given by Mim Hruby. New pictures were put up in the club room and more will be added soon. As of January about ten (10) to fifteen (15) people use the exercise room on a daily basis. The purchase of a new treadmill was discussed. Also, some recommendations were made about making a shaded area for parents with small children that use the shallow area of the pool. Discussion followed.
The Architectural Control Committee had nothing to report.
Security Committee - Jack Tyler reported on some Christmas decorations that were stolen during the Christmas holidays as well as damage that was caused to the pool. Discussion followed.
President Strong gave the floor to Mr. Gary Robertson, Emergency Management Coordinator for Point Venture. Mr. Robertson reported on the LCRA's emergency communication system and services available through the LCRA for homeowners with waterfront properties. Discussion followed.
Mark Hipskind reported for the Marina Committee. Nothing to report on the actual marina other than it may need to be moved to deeper water if the lake level continues to drop. Discussion followed.
The Parks and Landscape Committee report was given by Colleen Hickman. The POA has done some clearing at the park. Playground equipment has not been order yet. There is a discrepancy with the quoted price and the current actual price and Kevin Sheffer is working on getting the original quoted price honored. Some people have requested rules be implemented for the use of the park while other suggest that there are too many rules already. It seems that the only thing the committee will be doing is posting a safety sign warning parents to watch their children closely. New plants were added to the island on Venture Drive as well as additional mulching. Discussion followed. Old Business - Harry Filbey inquired about an issue brought up in a past meeting regarding a soda vending machine. Discussion followed.
New Business - One item of new business was the garage sale. May 6, 2006 was suggested and it was approved by the Board. Discussion followed.
A motion was made to adjourn at approximately 9:45 a.m. The motion was approved.
